Sandwiched between mountains and the sea, Santander is the regional capital of Cantabria.  It has an attractive coastal location, sitting on a 2km stretch of sandy beach and an adjacent harbour, making it arguably one of the prettiest cities in Spain.  Whilst it was once a favourite haunt of the Spanish royal family, today it is still one of the major ports of the country, creating a bustling and cosmopolitan city.  It is also a major tourist centre, and has great local facilities.  This frontier city, constantly embroiled in wars, was no exception during the War of Independence (Peninsula War), when a good proportion of its Old Quarter was destroyed. The visitor will nevertheless discover an invaluable artistic legacy. The Spanish saying, "no se puede valorar, lo que no se conoce" (which can be loosely translated as, to know is to appreciate), fits like a glove: Ciudad Rodrigo is the great unknown, outshone only by the dazzle of Salamanca. The status of Cuba, a mere ninety miles away, was becoming increasingly important to the United States. Already during the first insurrection of 1868-78, U.S. President Grant felt that Cuban independence and the emancipation of slaves in the island would have been the last chapter of the American Civil War and the full implementation of the Monroe doctrine after the expulsion of the French from Mexico. Its modern linguistic normalization was brought about with the creation in 1907 by Prat de la Riba of the Institut d'Estudis Catalans, whose principal pursuit was higher scientific research of all the elements of the Catalan culture. And it is at this famed Institut where Pompeu Fabra effected the regulation and grammatical systematization of the Catalan; thus unifying norms for its spelling (1913).
